Before you begin using the WD-40 to remove the paint from the rug begin by using a razor blade to clean up any dried paint left over.
Now apply the WD-40 on the area to try and soften it and work the stain with a cloth and let it set for 15-20 minutes.
Now use your muscles and your clean cloth to scrub the area where you applied the WD-40.
At this point the paint for the most part should be removed from your rug and you can use a little dish washing liquid on the area to clean up any WD-40 that remains.
Let your air dry on both sides before setting it back down in its proper place.
